Fire Safety Management & Competence Documentation

Asset-specific fire safety management and competence documentation under BS 9999, BS 9992 equivalent provisions, and RRO 2005 Article 21 — fire emergency plans, fire compliance plans, maintenance and inspection regimes & Responsible Person briefings. Built around the asset's fire safety provision.

JWCS develops the fire safety management documentation that turns an engineered fire-safety provision into an operational one — fire emergency plans, fire compliance plans, building maintenance and inspection regimes, fire-safety role definitions, Responsible Person briefings, and competence assessment frameworks. All scoped to the asset’s actual fire-safety provision rather than generic content.

Fire safety management is a normative requirement: BS 9999:2017 Section 12 mandates a documented Fire Emergency Plan and a Fire Compliance Plan for assets in scope; BS 9992:2020 carries equivalent provisions for rail premises. S1080 Cl 3.4.8 (TfL Category 1) enumerates the twelve fire-safety-management topics that a Fire Safety Strategy must cover. JWCS authors documentation to the requirements of each.

Responsible Person briefs cover the asset’s compartmentation strategy, the residual risks the FRA has identified, and the operational discipline needed to keep the asset within its risk envelope. Competence assessment frameworks define the roles, qualifications, and training-currency requirements for personnel with fire-safety responsibilities under the asset’s management regime.
